One $220m C-17 aircraft Acquisition equates to $493m for Sustainment

The Government of Kuwait has requested a possible sale of "one" C-17 aircraft from Boeing. But with just one aircraft, Kuwait operators will find themselves waiting on the ten elements of LOGISTICS before they can provide: "humanitarian, disaster, and peacekeeping missions, and/or transporting dignitaries, etc."
